CORCORAN IRRIGATION DISTRICT
March 9, 2021

 

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, March 9, 2021, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

 

Directors Present: Peter Rietkerk, Michael Boyett, Matthew Gilkey, Doug DeVaney, Erik Hansen

 

Others Present: Gene Kilgore – General Manager, Tammy Stephens – Office Administrator, Devin Eagle – Operations Technician, Misty Vasquez – Human Resources, Mike Martinez – Operations Manager

 

Mr. Kilgore asked for a moment of silence for Morris Proctor, who was a long time grower in the District. Mr. Kilgore announced that the El Rico March 9, 2021 meeting had been canceled. Mr. Kilgore announced that Ms. Vasquez had finished her Supervisor Basic program with JPIA and received her plaque.

 

Upon motion of Director DeVaney, seconded by Director Gilkey, and unanimously carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $1,637,172.03.

 

Upon motion of Director Boyett, seconded by Director DeVaney, and unanimously carried, the Board approved the minutes of the February 09, 2021 District Board of Directors meeting.

 

Ms. Stephens reported the beginning February 1, 2021 General Fund checking account balance of $2,465,690.78 and ending February 28th balance of $1,569,200.61.

 

Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning February 1, 2021 balance of $276,160.27 earning interest of $178.58, amounting to an ending balance of $276,338.85. The Kings County Treasurer investments beginning February 1, 2021 balance reported was $4,437,213.23, earning no interest. The District’s total investments, reported as of February 28, 2021 amounted to $4,713,552.08.

 

Ms. Stephens provided a summary on the accounts receivable aging summary, with one grower delinquent by $17,6179.02.

 

Mr. Kilgore reported February 2021 water tolls totaled 3,586 acre-feet. Canal use for February 2021 totaled 1,375 acre-feet. The combined year-to-date deliveries totaled 11,889 acre-feet. Water supply provided by well field.

 

Mr. Kilgore presented the YTD Cost of Operations at $237.00 per acre-foot.

 

Mr. Kilgore requested to table Circle T Farms land lease agreement until April 13, 2021 Board of Directors Meeting, due to the length of the Board meeting. Directors agreed.

 

Mr. Kilgore reported he has chosen Heath Jones proposal for the Districts web design. Ms. Jones will start building the website in the next 30 days.

 

Mr. Kilgore informed the Board that he had added 6-7 new projects to El Rico’s Groundwater Sustainability Plan list to be potentially funded by future grant funds. These projects would increase the reservoirs storage and percolation. Mr. Kilgore is working to make sure the District qualifies for future grants.

 

Mr. Kilgore informed the Board of Directors that the High-Speed Rail’s offer to purchase roughly 5 acres of the west portion of Reservoir 3 would go into escrow after Director Rietkerk signed the purchase contract. Mr. Kilgore also informed the Board that he would be having Director Rietkerk sign the purchase contract for the additional 8200 sq. feet of the West Branch canal that High-Speed Rail needed to purchase.

 

Mr. Kilgore reported that he will be having a meeting with CalCom to further discuss the studying of the potential for a battery system to offset the PG&E peak pricing.

 

The Board of Directors and Gene Kilgore began a closed session.

 

Upon reconvening the meeting, a motion of Director Hansen, seconded by Director Gilkey and unanimously carried, the Board approved payroll increase of 3%, to be allocated by Mr. Kilgore to employees that earned an increase in compensation. The Board raised the manager’s salary to $145,000.

 

Mr. Kilgore presented the proposed budget for 2021 year. The Board discussed 3 different budgets and chose to adopt the 2021 budget, with the cost of water at $150.00 per acre foot. Upon motion of Director Gilkey, seconded by Director Hansen and unanimously carried, the Board adopted the 2021 Budget without edits.

 

Next Board meeting was set for April 13, 2021.

There being no further business before the Board, meeting was adjourned.
