CORCORAN IRRIGATION DISTRICT

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday,  August 09, 2022, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no additions or deletions.

 

Upon motion of Director Gilkey, seconded by Director Boyett, and unanimously carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $1,227,626.80.

 

Upon motion of Director Boyett, seconded by Director Howard, and unanimously carried, the Board approved the minutes of the July 19, 2022 District Board of Directors meeting as presented.

 

Ms. Stephens reported the General Fund checking account balance of $1,430,673.71 beginning July 1, 2022 and $1,690,723.42 ending July 31, 2022.

 

Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning July 1, 2022 balance of $279,117.13 earning interest of $177.79, amounting to an ending balance of $279,294.92. The Kings County Treasurer investments beginning July 1, 2022 balance reported was $4,366,582.07, no interest was reported. The District’s total investments, reported as of July 31, 2022, amounted to $4,645,876.99.

 

Ms. Stephens reported on the accounts receivable aging summary, with two growers being delinquent.

 

Mr. Eagle reported the July 2022 water deliveries totaled 13,478 acre-feet. Canal use totaled 15,103 acre-feet. Total water deliveries and Canal Use for July was 28,581 acre-feet. Year-to-date water sales and canal use total 49,251,773 and 37,665 acre-feet, respectively. July water supplies were provided by the District’s well field and surface water from Pine Flat.  There were 0 inches of rainfall in July. Rainfall reported to date was 5.53 inches.  The water year run-off is expected to be 38%.

 

Mr. Eagle reported on the state of the District’s well field, with five wells in need of repairs. Current total well production is 110 CFS, with a potential of 120 CFS.

 

Mr. Eagle reported the Cost of Operations at $135.00 per acre-foot for the year.

 

Mr. Eagle presented the 2022 Budget Variance with no concerns from the Board.

 

Ms. Borges and Mr. Gonzalez from M. Green and Company reported on Corcoran Irrigation District’s (CID) 2021 Financial Audit. Ms. Borges gave CID a “Good Standing” report. Upon motion of Director Gilkey, seconded by Director Howard, and carried, the Board approved the financial audit report as presented.

 

Ms. Borges from M. Green and Company reported on Corcoran Irrigation District’s 2021 Pension Audit. Ms. Borges gave CID a “Good Standing” report.  Upon motion of Director Howard, seconded by Director Gilkey, and carried, the Board approved the Money Purchase Pension Plan audit report as presented.

 

Mr. Eagle asked the Board to consider authorizing the common use agreement draft which details the terms under which Southern California Edison may crossover the Highline canal between 4th Avenue and 5th Avenue, just north of Idaho Avenue. Upon motion of Director Gilkey, seconded by Director Hansen, and carried, the Board approved the common use agreement draft.

 

Mr. Eagle informed the Board that there was nothing new to report on Grant Funding.

 

Mr. Eagle informed the Board that he and District Consultant Gene Kilgore attended a meeting in Selma with representatives of the California High Speed Rail Authority (CHSRA). CHSRA continues to explore the possibility of pipelining the section of the North Corcoran canal where the High-Speed Track is set to intersect. CHSRA directed their contractor, Dragados USA, Inc., to provide CHSRA and the District with an updated blueprint for this section of the project.

 

Mr. Eagle informed the Board that there was no new information regarding CID solar projects.

 

Mr. Eagle informed the Board of the cancellation of the El Rico GSA’s Meeting of the Board of Directors, originally scheduled for August 9, 2022. Mr. Eagle also informed the Board that the Amended Tulare Lake Subbasin Groundwater Sustainability Plan was submitted to the Department of Water Resources on July 27, 2022.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

Next Board meeting was set for September 13, 2022.

 

There being no further business before the Board, meeting was adjourned.
