CORCORAN IRRIGATION DISTRICT
October 11, 2022
The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, October 11, 2022, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no deletions.
Mr. Eagle asked the Board to add him as the representative for Settlers Ditch Company on behalf of Corcoran Irrigation District (CID) Mr. Eagle would replace Mr. Kilgore. Upon motion of Director Howard, seconded by Director Hansen, and unanimously carried, the Board approved Devin Eagle as Corcoran Irrigation District’s representative for Settlers Ditch Company.

Mr. Eagle announced that Gene Kilgore had Stepped down from People’s Ditch Company and Settlers and Mr. Eagle has taken over as Corcoran Irrigation District (CID) representative for both.
Upon motion of Director Boyett, seconded by Director Howard, and unanimously carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $1,090,173.52.
Upon motion of Director Hansen, seconded by Director Gilkey, and unanimously carried, the Board approved the minutes of the September 13, 2022 District Board of Directors meeting as presented.
Ms. Stephens reported the General Fund checking account balance of $1,750,860.68 beginning September 1, 2022 and $2,501,785.01 ending September 30, 2022.
Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning September 1, 2022 balance of $279,472.83 earning interest of $172.28, amounting to an ending balance of $279,645.11. The Kings County Treasurer investments beginning September 1, 2022 balance reported was $4,382,475.93, gaining no interest. The District’s total investments, reported as of September 30, 2022, amounted to $4,662,121.04
Ms. Stephens reported on the accounts receivable aging summary, with one grower being delinquent.
Mr. Eagle reported the September 2022 water deliveries totaled 5,155 acre-feet. Canal use totaled 1,106 acre-feet. Total water deliveries and Canal Use for September was 6,261 acre-feet. Year-to-date water sales and canal use totaled 66,022 and 50,266 acre-feet, respectively. September water supplies were provided by the District’s well field. There were 0.01 inches of rainfall in September. Rainfall reported to date was 5.53 inches. The water year run-off is expected to be 38%.
Mr. Eagle reported on the state of the District’s well field, with three wells in need of repairs and two wells recently repaired. Current total well production is 70 CFS, with a potential of 110 CFS.
Mr. Eagle reported the Cost of Operations at $136.00 per acre-foot for the year.
Mr. Eagle presented the 2022 Budget Variance with no concerns from the Board.
Mr. Eagle informed the Board that there was nothing new to report on Grant Funding other than Mr. Eagle was working with the Grants Regulation Board and Calvin Montreal from Provost and Pritchard to make sure the proper procedures are being conducted for the roughly $1,900,000 to add capacity to Salyer’s Reservoir.
Mr. Eagle informed the Board that there was nothing new to report on California High-Speed Rail Authority.
Mr. Eagle informed the Board that WhitePine had ordered the modules for Qu1 Solar Site. Mr. Eagle informed the board that this solar site should be up and running by the end of 2022.
Mr. Eagle informed the Board of an El Rico GSA Meeting of the Board of Directors, scheduled for 1:00 pm. today was canceled. Mr. Eagle also informed the Board that he would be gathering the pumping data that El Rico has request. Along with helping CID growers get access to their pumping data as long as CID has that information available.
Mr. Eagle informed the Board that there was no new information on legislation.
The Board of Directors, Mr. Eagle, and Mr. Fox went into closed session at 10:20 a.m.
Director Rietkerk reconvened open session at 10:58 a.m., with no action reportable.
Next Board meeting was set for November 8, 2022.
There being no further business before the Board, meeting was adjourned at 10:59 a.m.
