CORCORAN IRRIGATION DISTRICT
February 14, 2023

 

 

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, February 14, 2023, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no announcements or deletions.

 

Mr. Eagle added a year-over-year breakdown of water sales from 2016 to 2023. Mr. Eagle asked the Board of Directors to consider lowering water tolls to $100.00 per acre foot because of increased surface water availability. Upon motion of Director Howard, seconded by Director Hansen, and unanimously carried, the Board approved and authorized lowering water tolls to $100.00 per acre foot effective midnight on February 14, 2023. Mr. Eagle asked that water tolls be reevaluated at each regular board meeting going forward.

 

Upon motion of Director Howard, seconded by Director Boyett, and unanimously carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $123,765.29.

 

Upon motion of Director Boyett, seconded by Director Howard, and unanimously carried, the Board approved the minutes of the January 24, 2023 District Board of Directors meeting as presented.

 

Ms. Stephens reported the General Fund checking account balance of $2,198,204.16 beginning January 1, 2023 and $2,202,022.85 ending January 31, 2023.

 

Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning January 1, 2023 balance of $280,174.08 earning interest of $178.47, amounting to an ending balance of $280,352.55. The Kings County Treasurer investments beginning January 1, 2023 balance reported was $4,407,068.74, gaining no interest. The District’s total investments, reported as of January 31, 2023, amounted to $4,687,421.29.

 

Ms. Stephens reported on the accounts receivable aging summary, with one grower continuing to be delinquent.

 

Mr. Eagle reported the January 2023 water deliveries totaled 2,379 acre-feet. Canal use totaled 7,056 acre-feet. Combined water deliveries and canal use for January totaled 9,435 acre-feet. January water supplies were provided by the District’s surface water from the Kaweah River system. January rainfall totaled 2.95 inches. Water Year-to-date rainfall totaled 6.27 inches. The Kings River April-July runoff median forecast was 183% of mean as per the California Nevada River Forecast Center.

 

Mr. Eagle reported on the state of the District’s well field, with six wells in need of repairs and two wells recently repaired with Well 107 and Well 108 awaiting PG&E energization. Current total well production is 0 CFS, with a potential of 110 CFS.

 

Mr. Eagle reported the Cost of Operations at $211.00 per acre-foot for the year.

 

Mr. Eagle asked the board to review and adopt the District’s Statement of Investment Policy as presented. Upon motion of Director Hansen, seconded by Director Boyett, and unanimously carried, the Board approved the District’s Statement of Investment Policy as is.

 

Mr. Eagle informed the Board that Provost and Pritchard Engineering had conducted a survey to compile friction loss figures to provide to the US Bureau of Reclamation for the basin pipeline project.

 

Mr. Eagle informed the Board that California High-Speed Rail Authority will deliver culvert boxes for the North Corcoran ditch enclosure project to contractor Superior Ag’s shop.

 

Mr. Eagle informed the Board that the February 14, 2023 El Rico GSA meeting would take place at 1:00 p.m.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

Next Board meeting was set for March 14, 2023.

 

There being no further business before the Board, meeting was adjourned at 10:00 a.m.
