CORCORAN IRRIGATION DISTRICT
April 11, 2023

 

 

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, April 11, 2023, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no announcements or deletions.

 

Mr. Eagle added Agenda Item 4c, approval of the minutes for the Emergency Meeting held on April 7, 2023 at 1:00 p.m. at the Corcoran Irrigation District Office.

 

Upon motion of Director Gilkey, seconded by Director Hansen, and carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $718,718.70.

 

Upon motion of Director Boyett, seconded by Director Gilkey, and carried, the Board approved the minutes of the February 14, 2023 District Board of Directors meeting as presented.

 

Upon motion of Director Gilkey, seconded by Director Boyett, and carried, the Board approved the minutes of the February 07, 2023 Emergency District Board of Directors meeting as presented.

 

Ms. Stephens reported the General Fund checking account balance of $1,552,938.35 beginning March 1, 2023 and $1,800,813.19 ending March 31, 2023.

 

Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning March 1, 2023 balance of $280,781.17.08 earning interest of $524.64, amounting to an ending balance of $281,305.81. The Kings County Treasurer investments beginning March 1, 2023 balance reported was $4,407,068.74, gaining no interest. The District’s total investments, reported as of March 31, 2023, amounted to $4,688,374.55.

 

Ms. Stephens reported on the accounts receivable aging summary, with one grower continuing to be delinquent.

 

Mr. Eagle reported the March 2023 water deliveries totaled 1,116 acre-feet. Canal use totaled zero acre-feet. Combined water deliveries and canal use for March totaled 1,116 acre-feet. March water supplies were provided by the District’s surface water from the Kaweah River system. March rainfall totaled 2.78 inches. Water Year-to-date rainfall totaled 12.57 inches. The Kings River April-July runoff median forecast was 268% of mean as per the California Nevada River Forecast Center.

 

Mr. Eagle reported on the state of the District’s well field, with six wells in need of repairs and with wells 107 and 108 up and running. Current total well production is 0 CFS, with a potential of 110 CFS.

 

Mr. Eagle reported the Cost of Operations at $282.00 per acre-foot for the year.

 

Mr. Eagle asked the Board of Directors to consider lowering water tolls to $0.00 per acre foot because of increased surface water availability. Upon motion of Director Hansen, seconded by Director Gilkey, and carried, the Board approved and authorized lowering water tolls to $0.00 per acre foot effective midnight on March 01, 2023. Mr. Eagle asked that water tolls be reevaluated at each regular board meeting going forward.

 

Mr. Eagle informed the Board that there was no new information on California High-Speed Rail Authority.

 

Mr. Eagle informed the Board that there was no new information on Grants.

 

Mr. Eagle informed the Board that there was no new information on Solar Projects.

 

Mr. Eagle informed the Board that the March 11, 2023 El Rico GSA had been canceled.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

The Board of Directors and Mr. Eagle went into closed session at 10:50 a.m.

 

Closed session adjourned at 11:20 a.m. Upon motion of Director Gilkey, seconded by Director Hansen and carried, the Board approved an increase in Mr. Eagle’s salary to $100,000, retroactive to April 3, 2023.

 

The Board of Directors asked Mr. Eagle to table the 2023 Budget to next month’s regular Board of Directors Meeting.

 

Next Board meeting was set for May 9, 2023.

 

There being no further business before the Board, meeting was adjourned at 11:29 a.m.
