CORCORAN IRRIGATION DISTRICT
May 9, 2023

 

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, May 9, 2023, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no announcements, additions, or deletions.

 

Upon motion of Director Gilkey, seconded by Director Howard, and carried, the Board approved and authorized Mrs. Vasquez to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $428,978.97.

 

Upon motion of Director Gilkey, seconded by Director Hansen, and carried, the Board approved the minutes of the April 11, 2023 District Board of Directors meeting as presented.

 

Mr. Eagle reported the General Fund checking account balance of $1,800,351.87 beginning April 1, 2023 and $1,100,809.33 ending April 30, 2023.

 

Mr. Eagle reported on certificate of investments at Kings Federal Credit Union, having a beginning April 1, 2023 balance of $281,305.81 earning interest of $508.66, amounting to an ending balance of $281,814.47. The Kings County Treasurer investments beginning April 1, 2023 balance reported was $4,407,068.74, gaining no interest. The District’s total investments, reported as of April 30, 2023, amounted to $4,688,883.21.

 

Mr. Eagle reported on the accounts receivable aging summary, with one grower continuing to be delinquent.

 

Mr. Eagle reported the April 2023 water deliveries totaled 3,530 acre-feet. Canal use totaled 1,959 acre-feet. Combined water deliveries and canal use for April totaled 5,489 acre-feet. April water supplies were provided by the District’s surface water from the Kaweah River system. April rainfall totaled zero inches. Water Year-to-date rainfall totaled 12.57 inches.

 

Mr. Eagle reported on the state of the District’s well field, with five wells in need of repairs and with wells 107 and 108 up and running. Current total well production is 0 CFS, with a potential of 122 CFS.

 

Mr. Eagle reported the Cost of Operations at $252.00 per acre-foot for the year.

 

Mr. Eagle asked the Board of Directors to consider changing water tolls to $20.00 per acre-foot in District and $40.00 per acre-foot outside of District. Upon motion of Director Howard, seconded by Director Gilkey, and carried, the Board approved and authorized setting water tolls to $20.00 per acre-foot in the District and $40.00 per acre foot outside of District effective midnight on May 15, 2023. Mr. Eagle asked that water tolls be reevaluated at each regular board meeting going forward.

 

The Board of Directors asked Mr. Eagle to table the 2023 Budget to next month’s regular Board of Directors Meeting.

 

Mr. Eagle asked the Board of Directors to consider approving Resolution 2023-1 to withdraw funds from Kings County Treasury. Upon motion of Director Gilkey, seconded by Director Howard, and carried, the Board approved and authorized Mr. Eagle to transfer $500,000.00 from Kings County Treasury to the District’s general fund account with Bank of the West.

 

Mr. Eagle asked the Board of Directors to consider approving M. Green & Co. engagement letter for the 2022 District financial audit. Upon motion of Director Howard, seconded by Director Gilkey, and carried, the Board approved M. Green & Co. engagement letter.

 

Mr. Eagle informed the Board that there was no new information on California High-Speed Rail Authority.

 

Mr. Eagle informed the Board that he and Calvin Monreal of Provost & Prichard attended a CalOES meeting in Hanford that outlined public assistance opportunities, and that the District is working to apply for public assistance from FEMA to offset costs associated with repairing damages caused by flood waters.

 

Mr. Eagle informed the Board that there was no new information on Solar Projects.

 

Mr. Eagle informed the Board that the April 11, 2023 El Rico GSA had been was scheduled for this afternoon at 1:00 p.m.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

Next Board meeting was set for June 13, 2023.

 

There being no further business before the Board, meeting was adjourned at 10:43 a.m.
