Job Title: Operations Manager

 

Department: Field/Water Operations

Reports To: Deputy Manager

Other:   Safety-Sensitive Position

 

Summary:  Under direction of the Deputy Manager the Operations Manager plans, manages, organizes and directs all activities related to; District Routine Maintenance Operations, Water Operations and associated staff.

 

Essential Functions:

 

  • Plans, organizes, directs, and coordinates all water operations activities
  • Plans, organizes, directs, and coordinates all maintenance operations activities
  • Trains employees on Safety policies and related procedures for District
  • Provides supervision, training, and work coordination for all water and maintenance operations staff; including rewarding, disciplining, and performance evaluations
  • Establish and maintain effective working relationships with co-workers, water users, suppliers, board members & public

 

 

Other Duties:

 

  • Oversees Chemical Applicator’s certification
  • Oversees District’s ‘Pull-Notice’ Program thru the DMV
  • Develops long-range plans & budget for major maintenance or replacement of equipment
  • Helps with coordination of District Supervisory Control & Data Acquisition (SCADA) system
  • Performs related duties as assigned

Knowledge of:

 

  • Operation, care, and servicing of heavy maintenance and construction equipment
  • Operation, care, and servicing of mechanical equipment, commonly carried on heavy equipment
  • Operation, care, and servicing of the Districts Hydro-Electric Power Plant
  • Methods, tools, materials and equipment used in construction and maintenance work
  • District policies, rules, regulations, and procedures
  • Work safety standards and regulations
  • Principles of supervision, training, and management

Ability to:

 

  • Operate heavy equipment with skill and safety
  • Skillfully use hand and power tools used in construction and maintenance work
  • Work independently
  • Perform a variety of maintenance and construction work
  • Read & interpret plans, diagrams, and drawings
  • Use computer systems and software packages related to Field Operations and the Power Plant
  • Deal tactfully and courteously with the public
  • Follow oral and written directions

 

Typical Physical Demands:

 

  • Travel in District vehicles to conduct District business
  • Operate District vehicles and equipment in a safe and efficient manner
  • Use of telephones, computers, copiers, and fax machines
  • Must be able to carry, push, pull, reach, and lift equipments, parts, etc. weighing up to 50 pounds
  • Stoops, kneels, crouches, crawls, and climbs during field and power plant maintenance and repair work
  • Works in an environment with dust, dirt, and significant temperature changes between hot and cold
  • Communicates orally with District staff
  • Sits, stands, and/or walks for extended time periods
  • Hearing and vision within normal ranges with or without correction

 

Environmental Factors:

 

  • Exposure to extreme cold and extreme heat
  • Exposure to wet and/or humid conditions
  • Work above floor level: some work on ladders, or other surfaces in high and/or precarious places
  • Exposure to fumes, airborne particles, and chemicals
  • Exposure to loud noise levels
  • Exposure to moving mechanical parts
  • Irregular or extended work hours: Occasionally required to change work hours

 

Desirable Qualifications:

 

  • Degree from a 4-year college or university, or
  • 4 years related experience and/or training, or
  • Equivalent combination of education and experience

 

Certificates, Licenses, Registration Requirement:

 

  • Drivers License: Possession of a valid California Class C License at the time of appointment, and Class A or B, or ability to obtain.  Failure to obtain or maintain such required licenses(s) may be cause for disciplinary action.
  • Qualified Applicator Certificate from the Department of Pesticide Regulation through their Licensing/ Certification Program, for the application of herbicides,.
