CORCORAN IRRIGATION DISTRICT
December 13, 2022
The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, December 13, 2022, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no additions or deletions.
Mr. Eagle asked the Board observe a moment of silence for former Board Director Berrie Boyett. Berrie Boyett served for 14 years on Corcoran Irrigation District (CID) Board of Directors.
Upon motion of Director Boyett, seconded by Director Howard, and carried, the Board approved and authorized Mrs. Stephens to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $1,247,536.29.
Upon motion of Director Hansen, seconded by Director Howard, and carried, the Board approved the minutes of the October 11, 2022 District Board of Directors meeting with changing “produce” with “procedures” in paragraph 13.
Ms. Stephens reported the General Fund checking account balance of $3,050,659.36 beginning November 1, 2022 and $2,619,115.66 ending November 30, 2022.
Ms. Stephens reported on certificate of investments at Kings Federal Credit Union, having a beginning November 1, 2022 balance of $279,823.24 earning interest of $172.49, amounting to an ending balance of $279,995.73. The Kings County Treasurer investments beginning November 1, 2022 balance reported was $4,382,475.93, gaining no interest. The District’s total investments, reported as of November 30, 2022, amounted to $4,662,417.66.
Ms. Stephens reported on the accounts receivable aging summary, with one grower being delinquent.
Mr. Eagle reported the November 2022 water deliveries totaled 4,737 acre-feet. Canal use totaled 564 acre-feet. Total water deliveries and Canal Use for November was 5,301 acre-feet. Year-to-date water sales and canal use totaled 73,086 and 51,334 acre-feet, respectively. November water supplies were provided by the District’s well field. There were 0.60 inches of rainfall in November. Rainfall reported to date was 6.13 inches. The water year run-off is expected to be 38%.
Mr. Eagle reported on the state of the District’s well field, with seven wells in need of repairs and two wells recently repaired. Current total well production is 80 CFS, with a potential of 110 CFS.
Mr. Eagle reported the Cost of Operations at $145.00 per acre-foot for the year.
Mr. Eagle presented the 2022 Budget Variance with no concerns from the Board.
Mr. Eagle asked the Board to consider adopting PG&E request for Easement Deed and Resolution No. 2022-7 for APN 028-280-013. The Easement would allow PG&E access to put in power poles for the WhitePine floating solar project. Upon motion of Director Hansen, seconded by Director Boyett, and carried, the Board approved the Easement and Resolution No. 2022-7 for APN 028-280-013.
Mr. Eagle informed the Board that the USBR pipeline grant will cover a future installation that encloses the Well 98 ditch.
Mr. Eagle informed the Board that there was nothing new to report on California High-Speed Rail Authority.
Mr. Eagle informed the Board of an El Rico GSA Meeting of the Board of Directors, scheduled for 1:00 pm. today. Director Hansen informed the Board that El Rico GSA would be covering the ordinance No. 587, Groundwater Export Ordinance, that Kings County had just voted on.
Mr. Eagle informed the Board that there was no new information on legislation.
The Board of Directors and Mr. Eagle canceled the closed session due to no new information.
Next Board meeting was set for January 10, 2023.
