CORCORAN IRRIGATION DISTRICT

October 10, 2023

 

 

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, October 10, 2023, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no announcements, additions, or deletions.

 

Upon motion of Director Gilkey, seconded by Director Hansen, and carried, the Board approved and authorized Mrs. Vasquez to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $471,762.12.

 

Upon motion of Director Howard, seconded by Director Hansen, and carried, the Board approved the minutes of the September 12, 2023 District Board of Directors meeting with removing Erik Hansen from Directors Present and adding Michael Boyett to Directors Present.

 

Mr. Eagle reported the General Fund checking account balance of $536,888.91 beginning  September 1, 2023 and $836,280.42 ending September 30, 2023.

 

Mr. Eagle reported on certificate of investments at Kings Federal Credit Union, having a beginning September 1, 2023 balance of $283,909.57 earning interest of $513.37, amounting to an ending balance of $284.422.94. The Kings County Treasurer investments beginning September 1, 2023 balance reported was $3,507,068.74, gaining no interest. The District’s total investments, reported as of September 30, 2023, amounted to $4,964,701.73.

 

Mr. Eagle reported on the accounts receivable aging summary, with four growers delinquent.

 

Mr. Eagle reported September 2023 water deliveries of 5,547 acre-feet and canal use of 5,311 acre-feet. Combined water deliveries and canal use for September totaled 10,858 acre-feet. September water supplies were provided by surface water from the Kings and Kaweah River systems. September rainfall totaled 0.02 inches. Water Year rainfall totaled 0.54 inches.

 

Mr. Eagle reported on the state of the District’s well field, with three wells in need of repairs. Current total well production is 0 CFS, with a potential of 122 CFS.

 

Mr. Eagle reported the Cost of Operations at $96.00 per acre-foot for the year.

 

Mr. Eagle asked the Board of Directors to consider adjusting water toll rates to reflect current water conditions. The Board of Directors made no changes to water toll rates.

 

Mr. Shull gave a presentation on California CLASS, a Joint Powers Authority investment pool that allows public agencies to invest funds on a cooperative basis in rated pools that are managed in accordance with state law. The Board asked Mr. Eagle to open an account with California CLASS.

 

Mr. Eagle informed the Board that the Kings County Board of Supervisors had approved appointing of Michael Boyett as Director of Division 1, Matt Gilkey as Director of Division 3, and Beau Howard as Director of Division 4 of the Corcoran Irrigation District effective December 1, 2023 at 12:00 p.m.

 

Mr. Eagle informed the Board that the California High-Speed Rail Authority would begin work in mid-October that would impact deliveries in the North Corcoran Ditch. Mr. Eagle informed the board that he had coordinated with affected water users and that this project start date was optimal to minimize impact.

 

Mr. Eagle informed the Board that the District was working with FEMA on reimbursement for damages caused by CA-4699-DR.

 

Mr. Eagle informed the Board that there was no new information on Solar Projects.

 

Mr. Eagle informed the Board that the September 12th, 2023 El Rico GSA Board of Directors meeting would take place at 1:00 p.m. Mr. Eagle presented the Board with a draft of the El Rico GSA’s Rules and Regulations that were to be a part of the September 12th El Rico GSA meeting packet. Mr. Eagle presented his response letter, which asked several changes be made to the Rules and Regulations before ratification. The Board asked Mr. Eagle to present his letter to the El Rico GSA Board of Directors at the September 12th, 2023 El Rico GSA meeting.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

The Board of Directors, Josh Fox, and Mr. Eagle went into close session at 10:57 a.m.

 

Director Rietkerk reconvened open session at 11:17 a.m., with no action reportable.

 

Next Board meeting was set for November 14, 2023.

 

There being no further business before the Board, meeting was adjourned at 11:18 a.m.
