The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, May 14, 2024, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

Mr. Eagle asked to change Agenda Item 11 from an update to an action and there were no deletions.
There were no announcements.
Upon motion of Director Hansen, seconded by Director Boyett, and carried, the Board approved and authorized Mrs. Vasquez to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $413,191.39.
Upon motion of Director Holt, seconded by Director Boyett, and carried, the Board approved the minutes of the March 14, 2024 District Board of Directors meeting as presented.
Mr. Eagle reported the General Fund checking account balance of $153,239.22 beginning April 1, 2024 and $162, 206.68 ending April 30, 2024.
Mr. Eagle reported on certificate of investments at Kings Federal Credit Union, having a April 1, 2024 balance of $287,574.61, earning interest of $520.00, resulting in ending balance of $288,049.61. The Kings County Treasurer investments balance beginning April 1, 2024 was $2,993,302.48, gaining no interest. The District’s total investments, reported as of April 30, 2024, amounted to $3,865,601.82.
Mr. Eagle reported on the accounts receivable aging summary, with two growers being delinquent.
Mr. Eagle reported on April 2024 water deliveries of 3,160 acre-feet and canal use of 429 acre-feet. Combined water deliveries and canal use for April totaled 3,589 acre-feet. April water supplies were provided by surface water from the Kings and Kaweah River systems. April rainfall totaled 0.78 inches. 2023-2024 Water Year-to-date rainfall totaled 8.13 inches.
Mr. Eagle informed the Board of a possibility of a flood release at Pine Flat Dam. Mr. Eagle reported that the District expected a flood release which would not result in releases that would leave the Kings Service Area, however Mr. Eagle asked the Board to authorize sales of water outside of the District if the flood release did result in Kings River water leaving the service area. Upon motion of Director Hansen, seconded by Director Boyett, and unanimously carried, the Board approved and authorized Mr. Eagle permission to sell water outside the District for $150.00 per acre-foot, pending legal counsel approval.
Mr. Eagle reported on the state of the District’s well field, with two wells in need of repairs. The current total well production was 110 CFS, with a potential of 122 CFS.
Mr. Eagle reported the Cost of Operations at $369.00 per acre-foot for the year.
Mr. Eagle asked the Board to consider adjusting the water toll rate to reflect current water conditions. The Board took no action. The current water toll rate remains at $100.00 per acre-foot.
Mr. Eagle informed the Board that there was no new information on solar projects.
Mr. Eagle informed the Board that the May El Rico GSA Board Meeting was scheduled for this afternoon at 1:00 p.m. Mr. Eagle reported that at the California State Water Resources Control Board’s Tulare Lake Subbasin Probationary Hearing, the State Water Board designated the subbasin as a probationary basin under the Sustainable Groundwater Management Act.
Mr. Eagle informed the Board that the California High Speed Rail Authority (CHSRA) is seeking District approval of the designs for the Sweet Canal under HST at Nevada Ave and the Sweet Canal under System Access Road projects. Mr. Eagle provided the Board with a draft letter accepting the CHSRA designs if the project designs do not impede District operations. Upon motion of Director Holt, seconded by Director Hansen, and unanimously carried, the Board authorized Mr. Eagle to submit the acceptance letter to CHSRA.
Mr. Eagle informed the Board that the District was working with FEMA on DR-4699-CA.
Mr. Eagle informed the Board that there was no new information on legislation.
The closed session was canceled.
Next Board meeting was set for June 10, 2024.
There being no further business before the Board, the meeting was adjourned at 11:07 a.m.
