CORCORAN IRRIGATION DISTRICT

August 13, 2024

The regular meeting of the Board of Directors of the Corcoran Irrigation District was held on Tuesday, August 13, 2024, at the office of the District, 1150 6 ½ Avenue, Corcoran, California at 9:00 a.m.

There were no additions or deletions.

 

Mr. Eagle announced that Deputy Secretary of Agriculture Xochitl Torres Small visited the District office on Thursday August 4th where she launched the USDA Water-Savings Commodity Program and announced that Corcoran Irrigation District was chosen to participate.

 

Upon motion of Director Howard, seconded by Director Boyett, and unanimously carried, the Board approved and authorized Mrs. Vasquez to draw Warrants on the Treasury of the District to pay invoices in the Warrant Register amounting to $1,233,394.16.

 

Upon motion of Director Boyett, seconded by Director Howard, and unanimously carried, the Board approved the minutes of the July 09, 2024 District Board of Directors meeting as presented.

 

Mr. Eagle reported the General Fund checking account balance of $124,028.85 beginning July 1, 2024 and -$15,790.88 ending July 31, 2024.

 

Mr. Eagle reported on certificate of investments at Kings Federal Credit Union, having a July 1, 2024 balance of $289,154.82, earning interest of $540.28, resulting in ending balance of $289,695.10. The Kings County Treasurer investments balance beginning July 1, 2024 was $1,993,302.48, gaining no interest. The District’s total investments, reported as of July 31, 2024, amounted to $4,096,559.43.

 

Mr. Eagle reported on the accounts receivable aging summary, with three growers being delinquent.

 

Mr. Eagle asked the board to approve the purchase of 955 acre-feet of water from Hansen Ranches at $100.00 per acre-foot. Upon motion of Director Boyett, seconded by Director Gilkey, and unanimously carried, the Board approved and authorized Mrs. Vasquez to pay invoice from Hansen Ranches.

 

Mr. Eagle reported on July 2024 water deliveries of 15,415 acre-feet and canal use of 1,021 acre-feet. Combined water deliveries and canal use for July totaled 16,436 acre-feet. July water supplies were provided by groundwater and surface water from the Kings and Kaweah River systems. July rainfall totaled 0.01 inches. 2023-2024 Water Year-to-date rainfall totaled 8.41 inches.

 

Mr. Eagle reported on the state of the District’s well field, with two wells in need of repairs. The current total well production was 70 CFS, with a potential of 122 CFS.

 

Mr. Eagle reported the Cost of Operations at $103.00 per acre-foot for the year.

 

Mr. Eagle asked the Board to consider adjusting the water toll rate to reflect current water conditions. The Board took no action. The current water toll rate remains at $100.00 per acre-foot.

 

Mr. Eagle informed the Board that there was no new information on solar projects.

 

Mr. Eagle asked the Board to consider approval of an encroachment permit that would grant California High-Speed Rail Authority and/or its contractor(s) temporary access to District facilities at Nevada Avenue. Mr. Eagle informed the Board that this permit would function as a vehicle for reimbursement of costs incurred by the District as a result of High-Speed Rail construction projects. The Board asked Mr. Eagle to table the permit until legal counsel evaluated specific elements of the permit.

 

Mr. Eagle informed the Board that the July El Rico GSA Board Meeting was scheduled for 1:00 p.m. Mr. Eagle presented to the Board a letter from Wonderful Orchards which defines a water exchange and transfer arrangement by and between Westside Mutual Water Company, LLC, Wonderful Nut Orchards, and Corcoran Irrigation District. Wonderful Orchards would transfer Kaweah River water to Corcoran Irrigation District via Tulare Irrigation District’s canal system. The Board asked Mr. Eagle to work with the other parties to amend the proposal to clarify that the water conveyed would be subject to the standard $2.25 per acre-foot charge for canal use.

 

Mr. Eagle informed the Board that the District was working with FEMA on DR-4699-CA. Mr. Eagle also updated the Board on the next steps going forward with the USDA regarding the Districts involvement with the new water commodities program.

 

Mr. Eagle informed the Board that there was no new information on legislation.

 

The closed session was canceled.

 

Next Board meeting was set for September 10, 2024.

 

There being no further business before the Board, the meeting was adjourned at 11:07 a.m.
